Correspondence, writings, legal documents, and printed material chiefly relating to Kibbey's campaign against joint statehood of Arizona and New Mexico, to the Republican Party in Arizona, and to the Salt River Valley Water Users' Association. Individuals with whom Kibbey corresponded regarding political issues include J. F. Cleaveland, Sims Ely, Robert E. Morrison, and Theodore Roosevelt. Holograph and printed materials relating to the formation of the Salt River Valley Water Users' Association in 1903, include the articles of incorporation, proposed memorandum of agreement, and a speech by Kibbey. Additional material consists of four items relating to miscellaneous mining companies in Arizona (1880-1911); a reprint of a newspaper article on Kibbey, and three family letters.

Born in Centerville, Indiana in 1853, Kibbey studied law with his father and was admitted to the Indiana bar in 1875. After moving to Arizona in 1888, he practiced irrigation and corporation law. He was elected associate justice of the territorial supreme court in 1889; elected to the territorial council in 1902; and in 1904 became territorial attorney general.
